Do you know of any animal that is abused, neglected or mistreated anywhere in Berks County? Whether it is a dog or cat, horse or other domestic animal, the Humane Society of Berks County can help. As a State authorized cruelty law enforcement agency, the HSBC can intervene in cruelty cases to help animals in need. While most cases can be solved through intervention and education, when needed the HSBC’s Humane Society Police Officers confiscate animals in peril and prosecute those responsible.
You may report animal cruelty two ways: by calling the HSBC directly (610-921-2348, extension 1) or by filling out an easy, on-line form. In order to investigate reports we require some basic information (location and date of offense, etc.). Although all reports are confidential and your name will not be released, we do ask for your contact information in case our officers need additional information.
All cruelty reports are investigated promptly. In the event that the offense has occurred outside of Berks County, the report will be forwarded directly to the appropriate law enforcement agency by our officers.
What constitutes cruelty?
State law defines animal cruelty to include withholding of food and water, physical abuse, lack of shelter, and failure to provide needed medical care. Sometimes, it takes an officer to determine if the treatment is truly illegal under Pennsylvania law. Often, treatment that we feel is inappropriate is still legal. However, our officers can usually improve the situation through education and follow up. If you are unsure, err on the side of caution and report it.
